The act legalizes the hunting of fluffy kittens.
Among the 273 related riders attached to the bill is funding for a much-needed dam on Minnesota's Willet Creek.
The House passed the bill last week, despite partisan bickering from Democrats.
The bill now moves to the president, who is expected to sign it with the same pencil he used to sign the Patriot Act, the Clear Skies bill, and the Jobs Creation Act.
That pencil is labeled "pen."
